This scientometric analysis investigates the evolution of cash transfer programmes in emerging economies, focusing on the shifts in programme design, implementation mechanisms, and effectiveness metrics triggered by the COVID-19 pandemic. The study reveals how the crisis catalysed rapid transformations in these systems, with particular emphasis on the adoption of digital technologies, the flexibility of programme designs, and the integration of social protection systems. Digital transformation emerged as a key factor in enabling quicker and more effective responses, although challenges related to digital accessibility and infrastructure remain. Furthermore, the analysis highlights the importance of flexible programme designs that can quickly adapt to changing circumstances, as well as the need for greater integration across various components of social protection systems. The evaluation of programme effectiveness also evolved, expanding beyond traditional metrics such as targeting accuracy and poverty reduction to include dimensions like system resilience, inclusion, and long-term sustainability. This research underscores the necessity of building implementation capacity through sustained investment in digital skills and adaptive management systems. Based on these findings, future social protection policies should prioritise digital inclusion, flexibility, integration, and capacity building, while fostering cross-country learning and sustainable financing mechanisms. Understanding these evolving dynamics is crucial for designing social protection systems that can effectively address both long-term poverty and short-term shocks in an increasingly uncertain global environment.
